While the squad's two top-notch negotiators possess extensive knowledge of human psychology and experience in dealing with criminals, they lack a crucial component. Their quest for the missing piece leads them to search for someone who harbors agape love, a selfless and unconditional love for all individuals. Such a person would form instant connections with criminals and possess the natural skills necessary for successful negotiation. As luck would have it, they discover this individual in the form of a teenage girl named Haruka.
